Third Creek Metropolitan District No. 2 (the “District”) is a Title 32 Special District that has been established for the purpose of planning, designing, acquiring, constructing, installing, relocating, redeveloping and financing of street, park and recreation, water, sanitation, and safety protection improvements of the District, and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Consolidated Service Plan for Third Creek Metropolitan District Nos. 1, 2, and 3, as approved by the City of Commerce City on November 4, 2019, as may be amended from time to time (the “Service Plan”).
The Public Improvements and Services are for the use and benefit of the residents and taxpayers of the District. The District is located in the City of Commerce City, Adams County, Colorado. The District is a quasi-municipal political subdivision of the State of Colorado authorized to provide specialized services that the City of Commerce City and Adams County do not provide.
The District, together with Third Creek Metropolitan District Nos. 1 and 3, may collectively incur a maximum debt limit of $60,831,000 in the aggregate. Debt may be payable from any and all legally available revenues of the District, including general ad valorem property taxes, fees, rates, tolls, penalties, or charges.
The District may assess a maximum mill levy of 55.277 mills, as adjusted after November 4, 2019, to repay such debt.
The District files an Annual Report to the City of Commerce City and to the Adams County Clerk & Recorder.
The District’s boundaries overlap with the boundaries of: Adams County; Rangeview Library District; City of Commerce City, South Adams County Fire Protection District; Regional Transportation District; School District 27J – Brighton; South Adams Water & Sanitation District; Urban Drainage & Flood Control; and Commerce City E470 Residential General Improvement District.
